Abstrak

The government in the welfare of the community one of them is to provide health insurance through Public Health Insurance, which is the implementation of Law Number 24 Year 2011 on the Social Security Administering Board (BPJS). In the BPJS Act, all citizens or all Indonesian citizens are required to become BPJS members, both BPJS Health and BPJS Employment. The objective of the Government in providing health insurance to the community is very precise, but in the implementation in the field there are still many obstacles or obstacles, one of which is the occurrence of the surge of patients (overload). This happens because of less functioning KDP 1 less than the maximum. This type of research is included in the type of descriptive analytical research with empirical juridical approach method to see in full the problem of research sourced from the primary data and secondary data as supporting data. The data were collected by field study (interview) and literature study, the data obtained were analyzed qualitatively and presented in descriptive form. The results of research and discussion, it can be seen that the Act BPJS with the aim to realize the implementation of the guarantee of the fulfillment of basic needs of decent living for each Participant and / or family members, as regulated Article 3 of the BPJS Law. BPJS system is the participant BPJS pay dues every month that the number is determined from the membership class members. SOP applied to realize Community Health Protection Through JPK, that is with referral system system, meaning that patients first go to KDP 1 and if KDP II unable to overcome the patient's illness, then the patient will be referred to PPK II (Hospital), but the patient does not go to KDP I first, but directly to KDP II sehinggan Hospital patient overload (patient kelabihan). Efforts Islamic Hospital Pati Implement Health Protection Through JPK.yaitumemikan program health services to the community participant BPJS guided by the Regulation of District Health Office Pati as mentioned above. The regulation regulates the referral system in obstetric and neonatal emergency services, namely Patient Admission at Poned Care Center, Principles of Obstetric and Neonatal EmOC Obstetric Services, Identification of Pregnant Case and Newborn and Screening for Pregnant Women, Maternity Mothers and Postpartum Mothers
