Abstrak

The study entitled PROBLEMATICS OF OWNERSHIP OF ABSENTEE / GUNTAI RELATED TO LAW NUMBER 5 YEAR 1960 IN KUDUS DISTRICT aims to find out and analyze / explain still land ownership in four lands / guntai in Kudus Regency and the roles of the Kudus Regency Land Office in addressing / completing land issues thunder. The method in writing this thesis uses a sociological juridical approach, which means that this study is examined by looking at the findings of facts in the field which are used as a basis by the author as data obtained from the field in accordance with the available reality, this writing is analytical descriptive. The research problem is analyzed with the theory of fairness and expediency. Based on the results of research and discussion, it can be seen that the relevance of the prohibition of absentee / guntai land ownership that occurs in Kudus Regency is related to Law Number 5 of 1960 concerning Basic Regulations Agrarian Basic Law occurs due to factors of lack of awareness of community law, cultural factors, facilities and infrastructure factors, land factors or law enforcement. , Economic factors. Role Office Land Regency Holy City in overcoming or solving the problem of lands lands / gents, that is by implementing administrative and law enforcement.
