Abstrak

The background of this research is low level of student learning achievement of civic education. Pre-observation result shows that 15 students from 27 students of fifth grade of SDN Kayen 03. Problem of this study is 1) how to develop student activity in application model Value Clarification Technique (VTC) to the students in fifth grade in SDN Kayen 03 in academic year 2013/2014?, 2) how to develop manage learning skills of teachers in application model Value Clarification Technique (VTC) to the students in fifth grade in SDN Kayen 03 in academic year 2013/2014?, 3) how to develop the result of the study civic education in application model Value Clarification Technique (VTC) to the students in fifth grade in SDN Kayen 03 in academic year 2013/2014?. The purpose of this research to describe: 1) developing student activity in applying of learning model Value clarification technique (VCT) to the students in fifth grade SDN Kayen 03 in academic year 2013/2014, 2) developing manage learning skills of teachers in applying of learning model Value clarification technique (VCT) to the students in fifth grade SDN Kayen 03 in academic year 2013/2014, 3) developing result civic education learning in applying of learning model Value clarification technique (VCT) to the students in fifth grade SDN Kayen 03 in academic year 2013/2014. Learning model of Value Clarification Technique (VCT) is learning model with Value Clarification Technique. The student be taught to develop their skill in doing value which have purpose in order the students get their value by doing value their right to choose, appreciate, and to do based on their norm which are done and applied to their daily life in order the students have the right decided. The method which is used in this research has the more purpose to the telling story of analysis and asking question to know more the students in the value process. The hypothesis of this research action has developing in learning civic education to the students which is significance by applying learning model of Value Clarification Technique (VCT) to the students fifth grade of SDN Kayen 03 in academic years 2013/2014. This Classroom action be done in fifth grade of SDN 03 Kayen as the subject of the research are Teacher and 27 students. This research is applying in 2 cycles, where each cycle consists of 2 meeting. As the independent variable is Value Clarification Technique (VCT) their self. The dependent variable is the result of learning achievement in civic education. The technique of collecting data used interview, observation, documentation and test. These test used multiple choice which 10 questions in the last cycles. The result of this research shows that there are significant increasing number of learning achievement toward civic education to the student, this material show the contribution of the students in organization choice in the school and decision which is significant among the result of pre-cycles (44,44%), result of cycle I (81,48%), and result of cycle II (100%), supporting with increasing activity number of learning civic education from cycle I 71% (good) becomes 84,5% (very good) in cycle II. The management of Value Clarification Technique (VCT) learning method is also gain an increasing number from cycle I 81,5% (good) becomes 88,5 % (very good) in cycle II. The conclusion of this research shows that applying model of Value Clarification Technique (VCT) can increase students learning of civic education in fifth grade SDN Kayen 03 in academic year 2013/2014. Then, this research gives suggestions to the students in order they study hard and learn about moral value in civic education so they apply in their daily life. To the teachers, learning model of Value Clarification Technique (VCT) can be referenced in learning especially in civic education. To the school must supplies learning media which variety to support learning process.
